Chair's Report

Chair, 20 minutes

• Electoral Board Appointment
  • Due to staggered terms, Doug Carter's appointment expires EOY
  • I plan to reappoint him, if willing.
  • Rules require three candidates: need two volunteers to be "down ticket" fillers.
• Election Officials Appointment
  • Need help contacting existing Dem. officers to verify their willingness to serve.
  • Please suggest others you know of who may be interested.
  • Up to 40 new volunteers helped with calls, driving, precinct ops
• Election Follow up
  • Need help contacting those who volunteered on election day (Clyde got me addresses already; need other wards).
  • Also need help with outreach to the "strong Dems" (so identified in PREVAIL) who are not currently plugged in to the committee.

Turning VA-HD28 Blue

• New mailing list for those interested in this process, http://lists.palladion.com/mailman/listinfo/blueva28th
• Ad-hoc "candidate recruitment" working group (joint w/ Stafford)
  • Harold, Rob, Clyde, Amy have expressed interest; chair would like one or two others (today, toal of 5-6).
  • Must get moving soon (before holidays). Alane Callendar proposed meeting this afternoon w/ Linda Muller, other Staffordians
• Formal Nominating Committee
  • Constituted per Article 7, DPVA party plan
  • Must organize between 2007/01/01 and 2007/01/15
  • Consists of chairs / proxies from each jursdiction:
    • Alane Callendar (Stafford, proxy for Dan Smolen, who lives in HD88)
    • Tres (Fredericksburg)
  • Manages nomination process to ensure fairness.
  • Selects nomination method (caucus, convention, primary)
  • Not responsible for selecting / screening potential candidates; any who conform to the party plan / state law may file.

New Business

Other Districts

• SD17 (Edd Houck)
  • As Democratic incumbent, Edd gets to choose nomination method
  • Formal nominating committee consists of chairs from FXBG, plus Spotsy, Orange, Culpepper, Louisa, and Madison counties.
• SD28 (John Chichester)
  • Formal nominating committee consists of chairs from FXBG, Stafford, Fauquier, Richmond, Northumberland, King George, Lancaster, and Westmoreland counties.
  • I need to delegate to a proxy who lives in SD28 (eastern Ward 2, "Rising Sun" neighborhood in Ward 4)
  • We should plan to nominate a candidate, although we may not invest as much in the campaign if Chichester runs (rumor says he might not, however).

Precinct and Neighborhood Organization

• Start early in 2007 identifying volunteers who can serve as points of contact in each neighborhood
  • Chair needs help identifying and recruiting these folks!
  • Main job of the "precinct chair" is to recruit and maintain communication with the "block / neighborhood" captains.
  • See spreadsheet identifying neighborhoods, etc.

PREVAIL Voter ID

• DPVA offers fee rebate for committees which ID at least 1% of previously un-characterized voters.
• Chair needs help with digging through the list for 2006
• 2007: must activate a canvass (door-to-door, phone) to reach Dems and unidentified voters in our neighborhoods. This is "pre-campaign" work, done to build our list for GOTV in the fall; should be complete before we even have a candidate!

Announcements

• DPVA Training conference, Friday, 12 January - Saturday, 13 January, Holiday Inn Central, 3207 North Boulevard, Richmond
  • Chair requests that at least one or two committee members attend.
• January Regional Democratic Breakfast, Tickers Coffee, Saturday, 6 January 2007, 9:00 AM.
