Treasurer's Report

  • Proposed motion: "That the committee accepts the treasurer's report with thanks."
  • Proposed motion: "That the committee directs the finance committee to prepare an annual budget and fundraising plan for approval at the March meeting."

Review of by-laws

Note: the current by-laws require that proposed changes to the by-laws be announced 10 days before the meeting which votes on the changes.

  • Proposed motion: "That the committee directs the rules committee to review the existing bylaws and report recommended changes by e-mail or telephone to the executive committee before the end of this month."

New Business

Committee structure

Chair, 15 minutes

Note: Existing by-laws allow the chair to appoint additional officers and subcommittees "in order to insure the full operation of the committee."

Appointed Officers

  • Precinct captains: recruit volunteers within their precincts; coordinate volunteer effort, including canvassing and GOTV; ensure flow of communication between voters, volunteers, and the committee.
  • Parliamentarian: interprets requirements of state election law, the state party plan and by-laws on request from the chair.

Subcommittees

Note: some of these subcommittees may not be created immediately. The chair may also appoint ad-hoc committees to handle particular projects.

  • Executive subcommittee: officers and precinct chairs. May act for the full committee between meetings. Current by-laws designate membership as "chair, vice chair, secretary, treasurer, and a representative from each ward," with others (local elected and party officials, Young Democrats presidents) as non-voting members ex officio.
  • Finance subcommittee: treasurer (ex officio) plus interested committee members. Prepares budget and reports income and expenses. Coordinates local fundraising efforts and submits financial reports in compliance with state party rules and state election law.
  • Rules subcommittee: parliamentarian (ex officio) plus interested committee members. Revises by-laws in accordance with the state party plan; investigates procedural grievances; reviews proposed amendments to the by-laws.
  • Membership subcommittee: secretary (ex officio) plus interested committee members. Publishes meeting calendar. Maintains updated membership list; recruits new members to fill vacancies. Recommends removal of inactive members including notification and hearing per by-laws and the party plan.
  • Resolutions subcommittee: parliamentarian and secretary (ex officio) plus interested members. Assists members in drafting resolutions, and submits adopted resolutions to the congressional district committee's resolutions subcommittee.
  • Precinct organization subcommittee: chair and precinct chairs (ex officio) plus interested members. Assists precinct chairs in recruiting neighborhood / block volunteers; plans and implements training for volunteers. Coordinates city-wide canvass, voter registration, and GOTV activities.

Vacancies

  • Proposed motion: "That the committee requests the membership subcommittee to review the list of former members and of individuals who have expressed interest in committee membership, and report to the committee at the March meeting a list of potential candidates to fill committee vacancies."

Volunteer Training

Chair, 5 minutes

  • Note: State party trainings scheduled for 2006/03/25, 2006/04/22, and 2006/05/20.
  • Proposed motion: "That the committee requests the precinct organization subcommittee to investigate volunteer training opportunities and report on them at the March meeting."

Foundation for Virginia

Chair, 5 minutes

  • Jennie Moline has asked for help lobbying Bill Howell on Gov. Kaine's transportation fundiing and program.

O'Donnell for Congress
